I've found the problem, so the idea is that your video card supports directx12 but it cannot use feature level bigger than 11_0. There is only one solution that I've found and it is to buy newer video card. Maybe gtx 960 or above I think. I have gtx 750. So right now I am searching for new video card. 2.
